This antenna is 1/2 wave on 440, and 1/4 wave on 2m, so on 2m it needs a ground plane. Without a ground plane the swr on 2m will be very high and it will seem resonant at about 162mhz. Using this directly on an Icom 705 will require a ground plane, a couple 19" wires will work fine. It is well made, high quality components. I have seen writeups about high swr on 2m. This is most likely due to no ground plane.
